Low lifes, scum-bags that could care less about the surroundings or anyone else but themselves, think they are too good to follow the rules and the rules don't apply to them.... there are quite a few of these I've noticed...
Kind of like the lady that keeps using the side of my house as a cut through to another street, while wearing a path in my grass and when I finally had enough and said something, looked square at me and said "What, I'm not hurting your precious lawn, then turned and walked off." And still does it today.
