Like graciegirl's diplomatic approach to this problem. You do not know how long you might have to live by the neighbor so the slow cautious approach seems the wisest.

Go ask to borrow something and find out more about her. Maybe, she knows something that is really funny and cannot contain herself.

I had a New Jersey roommate at the University of Denver and he was very quiet at least when compared to the others I had while I was there who were from N.D., Chicago, and some other place I cannot seem to remember.
