GG is correct - again! I find it usually pays to approach a neighbor with a smile and perhaps a bottle of wine, some flowers or a dessert. Get to know them one on one. You will become a person hopefully deserving of consideration from them and vice versa. After some bonding occurs you may want to bring up the loud talking problem in a kind and gentle manner. Methinks she is probably a bit hard of hearing and does not realize she is bothering anyone. If this approach does not work then you could pursue another avenue.
