I agree that being confrontational about it is both undesirable and unsatisfying. Ditto being angry about it.
Simply sitting in long-vacant chairs that are part of a saved lot and that no one is around to either occupy or attend is the most ethical response, in my view, as it protects the integrity of our community and raises the standards of expected behavior.
