Not exactly, schotzyb. There are a lot of things you cannot say about a public figure. I checked out whispering campaign on Wikipedia. It is one dirty trick that goes way too far. There a lot of other ones that if the culprit is outed, usually tarnishes the person using the dirty trick more than its target.
The whispering campaign goes back to the political contest between Jefferson and John Adams (Presidential campaign of 1800), if not a lot farther. I am sure you could probably find something like it in the politics of just about every nation and period.
