The need is for lap swimming and exercise classes (sport pool of maybe 6-8 lanes), not a neighborhood adult pool. The need is also year-round, not just "February", because of intense sun exposure and skin cancer.

Maybe comparing it to having the weight-lifting and other machines available only outside in the sun and not in air conditioned rooms would get the point across as to what fitness swimmers deal with in the blazing sun....even at 4-7:00 p.m. in spring, summer and fall it's intense. Skin cancer is a real threat.
