Be careful now. I have been in snow storms in the middle of april up north

But I do agree with your post stating the problem here in TV is due to poor design. However having said that since most, if not all of the residents of TV are from other parts of the country, primarily the north then one would have to assume that they are being subjected to the same sort of poor drivers they we find here.
