Default Agree with Captain John. It is permission for two bald eagles.

The Native Americans were here thousands of years before the Europeans and they were good stewards of the land. Ever since our European ancestors came it's been nothing but destruction in the name of progress and greed.
Europeans killed off all the eagles to near extinction, not Native Americans.
Native Americans should be able to do anything they want without our 'permission' as they were the original 'green' citizens and will respect nature.

I agree with Captain John with some reservations (sorry!).

The tribe only got permission to kill two bald eagles.

This is part of their religion and does not seem to cause any other harm. It actually sends a message of respect for that Native American tribe's culture.
