My goodness I guess there are some that just don't get the message. It does not matter if some projects must be "voted on". The flood gates would have been opened for the Southside of 466 to be billed from a funding a source that was specifically contracted for maintenance only and has no cap. This is not rocket science economics. The mystery is (a) are some not able to grasp the meaning or understand economics and financial controls or (b) they don't want to and WHY? Just a small test for those who can grasp the meaning:
An assumption..I have two offers for your consideration: (1) a program where spending YOUR money is cap'd and controlled or (2) a program where I can spend your money at will and there is no cap on how much of your money I can spend. WHICH DO YOU VOTE FOR. This is the what the vote is all about..
