Last Fall I had this problem with a new shrub. I put a little Dawn dish detergent in a spray bottle filled with water. Sprayed it every few days for a week or two and it is now healthy and blooming. A friend told me the Dawn solution and I laughed. I'm not laughing anymore, it worked.
