We had the same thing. They painted before the stucco had cured. They scraped paint and stucco off and did it over, only I made them wait 4 days before they repainted. They pour the footer one day and 38 days later the house is done and ready to move in. Concrete is suppose to cure 30 days . Somethings are done a little too fast.
