NO!

because the objective was to get something passed...NOT authenticate or as we all know determine the cost.

Comments during that process...Obama telling congress to change what ever they had to change, just get something passed. And of course the famous Pelosi comment, let's get this bill passed so we can see what is in it.

Isn't the House of Representative controlled by the Republicans? Would it not be the Majority in the House which would be adding stuff?
