Really does not matter if it was a car or golf cart. A majority of people (in my opinion) would not leave a note about damaging your car.
I posted about if a golfer would have responsibility (either legal or personal) to offer to pay for a broken window caused by his golf ball. Many repliers said they would not even go to the house and own up to the fact they hit the ball.
It is not just a Village issue but in any community across the country.
