That bill would be the nose of the camel under the tent. It is a precursor to banning abortions altogether and to taking the country back to the early 1960's and the back alley abortions with a coat hanger. It would most likely be unconstitutional IF passed - of which there is no chance at all. Roe v Wade made having an abortion legal and THE LAW OF THE LAND.
Once again, there was no answer to my question. Guess the conservatives would berate their daughter/grand-daughter and disown them if the young ladies had an abortion. Great parenting!
