Would not this information already have been investigated if the candidate showed up with a fraudulent Social Security number?
Social Security Publications I know that money and power can cause cover-ups of various kinds but that kind of power would be in the hands of people who already have such kind of connections. Most candidates would not have these kind of strings to pull.
