The potential for barking dogs is situational. Our lot backs up to a CYV wall and the people immediately over the wall have two dogs that bark when they're in the lanai or out in their yard. It's not that big a deal to us as we're not in TV all that much. If we lived in our home full-time, it might be more of an issue.
Even if everything with your neighbors and barking dogs is fine today, things can always change over time - people come and go as do pets. Buy what you like where you like it and go with the flow!
