Ogunquitesque
Seaside in the panhandle is quaint, good restaurants, and a gorgeous beach. In fact the whole area along 30A fits your description.
Cedar Key is not as upscale but is quaint and has some decent places to eat. There's not much of a beach but it's still fun to wander around the small uptown and dock area.
St. Augustine is quaint and historical and has great restaurants. The beach is over the causeway from the town.
Ferandina Beach north of Jacsonville has a nice small town feel.
