Friendliest town
yes I've seen that occur at squares and I don't think it should be allowed either. They actually tie the chairs up early in day to save them. I'm from NY and would never think to do that.
also it occurs at movies. Recently we went to movies and when we went in all seats were taken except a few in front. we spotted two toward back and went to sit. Another couple said sorry we're saving them. And we said "sorry" we purchased our tickets so we are entitled to a seat. Fisrt come, first serve. so we sat and enjoyed the movie. Felt bad, but when we purchase a ticket that is purchasing a seat!! You can't hold a seat at a movie theater when others are paying and entitled to sit where they want.
I hate the fact we had to explain that to this couple but we were polite about it and if there friends arrive late then they lose their seats. It's just the way it works. After all, we stood in line to get in also to get in so why should others come strolling in late just because they think their friends will save them a seat. Everything is crowded here so it should be first come, first serve system. Common sense I always say.
