When you say one downspout pours water onto the front slab, what slab is that? My patio villa doesn't have a front slab. There's a driveway, walkway, and lanai.
If a previous owner made various alterations by adding concrete (enlarged slab etc.), it's possible they did something to interfere with the drainage. For one thing, a bigger slab means less chance for water to be absorbed into the ground.
If they put stones around the slab or sidewalk, what did they put under the stones? I knew one man, next door to me, who put something solid, like rubber, before putting down stones. He also put edging that acted like a barier to the proper flow of water. As a consequence of all the things he did, heavy rains would make his front yard (inside the fence) like a 6" deep pond. It was so deep at times that some of the water would go into his lanai.
