Is the water seepage near the toilet? Even if the plumber replaced the old toilet wax ring, sometimes one wax ring doesn't work. If the leak is within a few inches of the toilet, the first thing I would do is remove the toilet, remove the old wax ring, clean every speck of wax from the toilet flange and toilet bottom, then replace the old wax ring with 2 new wax rings, one on top of the other. Then carefully reinstall the toilet. An alternative is to buy a jumbo wax ring that has 50% more wax than a standard seal. Either way the cost would be less than $10.00. I had a leak near the toilet in my NY home and doubling the wax seal fixed the problem. If the leak is more than a foot from the toilet, it's probably something other than the wax ring. Good luck.
