Good analogy AJ. I would add that the current landlord is Mr. Smith, and the prospective landlord is Mr. Jones. 30% or so of the tenents will only vote for a Smith and 30% or so will only vote for a Jones. Most of the other 40% are debating the value of the new plant, while deciding which way to go.
