As you recall, on Dec 18, 2010, the House of Representatives passed The Dream Act, and the Senate defeated it by a 55-41 vote after republicans filibustered the bill requiring 60 votes. Five democrats voted no, three republicans voted yes, and four were absent. This was when the president had solid majorities in congress.
If you're speaking about Senator Marco Rubio's Dream Act Bill, which was never written, it would be highly doubtful it would pass in congress today.
