I guess I'm a tad late in trying to set the situation to rest!
The many retention ponds throughout TV are the source for the water used to keep the public areas, fairways and whatnot appropriately irrigated. When we have the occasional abundance of Mother Nature's water (like the last couple of days), there is an admittedly small chance that the retention ponds will overflow, flooding neighborhoods and causing a whole lot of undesireable negative publicity!
To preclude any such chance, the system turns on the irrigation systems to keep the ponds' level down.
As strange as it is to be driving along in the pouring rain, all the while observing the irrigation system working in full force, there is a reasonably logical explanation for it!
I learned this years ago, when there was no TOTV and few places to find out such stuff!
