The last two posts are why for the last year or so I have been sarcastically saying about this bill that it is funded with a lot of "ifs, ands, and maybes"

And also the reason Obama had to pay off folks to get their votes because a responsible congressman (if they exist) would have trouble putting our country into this kind of situation.
