Yep, that's it. Pretty much usurps the power of Congress to regulate thru the various departments and concentrates it with the cabinet officers and the POTUS.

And oh yeah, there are certainly enough "new" responsibilities to require the creation of whole new departments and lots of new federal hiring. Maybe not too bad an idea in an economy where the job creators aren't investing and creating new jobs.

And all because Congress isn't doing its job.
