Sometimes there are other explanations than the obvious...

Maybe the dog is older, has joint problems or just walks slow.

Maybe the people want to go into stores, you can bring the dog in with the stroller.

Maybe they miss the days when they didn't have to lug packages and just threw them in their kids stroller.

Maybe they just want to ram cranky old know-it-alls in the back of their ankles for fun.

I TRY NOT TO BE JUDGEMENTAL OF PEOPLE, you never know what kind of day they're having.
