You are correct that Bush proposed a replacement program, Constellation. But Bush did cancel the Shuttle program, and I believe properly as it had achieved its mission of building the ISS. However he never fully funded the NASA request for Constellation and it was behind schedule when the Obama administration did their space planning review. From the Wikipedia page on the shuttle program:

"In an internal e-mail apparently sent August 18, 2008 to NASA managers and leaked to the press, NASA Administrator Michael Griffin stated his belief that the Bush administration had made no viable plan for U.S. crews to participate in the International Space Station beyond 2011, and that Office of Management and Budget (OMB) and Office of Science and Technology Policy (OSTP) were actually seeking its demise"

We are in agreement that our manned space program is in serious decline. I simply wished to point out that the termination of the Shuttle was not done by Obama, nor is the fact that we do not now have an operational Constellation or any other governmental program due to any act by Obama. At the earliest, with full funding the Constellation program would not have been ready until 2015. With the underfunding those targets had slipped. Those decisions were made during the Bush administration. There is nothing Obama did that resulted in our astronauts now having to use the Russian program. Obama did not Outsource the space program. He did cancel the Constellation program when a review felt that there is a better, cheaper, sooner available alternative.
