Of course there will be times there may be a reason to park on the street for short times and that is understandable.
A new neighbor for some unknown reason leaves a vehicle on the street for nights and days in front of other homes, not his. Trucks swerving and traffic pulling around it. Has a double drive and double garage usually empty. It may be that he/she wants someone to hit it but hopefully not. Only thing I can think of is that it drips oil and he/she doesn't want it on the garage or drive.

You are correct. That is the covenant. However, enforcement is hampered due to an issue of jurisdiction. The streets belong to the county and the county will only issue tickets if the vehicle parked on the street is interfering with the safe flow of traffic.
