We used to have that issue when we lived up north. We finally figured out that the shaving cream my husband used every day somehow backed up into the sink drain overflow. Then when you turned on the water, there was a smell. It wasn't really the water but the drain that stunk. We solved that problem by periodically flushing the sink overflow with bleach water. And to be proactive, we started to use an enzyme drain treatment to keep all the drains running smoothly. Just follow the directions on the kind of stuff you buy. Look at Home Depot, Lowe's, etc. Hope that does the trick!
