The short answer is yes and no. Let me explain!
Florida Motor Vehicle law states that you do not need a drivers license to operate a scooter 49 cc's or less. However, you need a drivers license with a motorcycle endorsement to operate a motorcycle. A motorcycle is defined as any two wheeled vehicle powered by a motor larger than 49 cc's. therefore, If your wife purchases a scooter that is 49 cc's, she does not need a license. Hope this helps.
