When it started it was required of Commerical vehicles and then extended to private vehicles. I was a driver for over 15 years and that was always the policy. I retired in 2007.

Its sort of difficult to enforce depending on why the police are over to the side of the road. Many times he/she can't leave to enforce the violation. Common sense would tell you to slow down and get over when possible.
