The Reacher character sounds more like you would need someone with a lot of height and bulk-- say, The Rock or Vin Diesel.
Vin Diesel is only 6 feet but his movies seem to make him a lot bigger.
They could pull Alan Ladd like stunts though and make Tom Cruise look a great deal taller and heavier than he actually is.
