Having an "environmental impact study" done is a legal requirement for any development like The Villages. In fact, I'd guess that such a study would have to be updated as the comminity development grows.
One thing is certain and very obvious, the Developer is very sensitive to water useage as development continues to the south. If you really look closely, you'll see that further south in TV, the ratio of buildings and non-water using development is greater than in the northern part of the community. The Developer is making driveways wider, lots a bit smaller, and is using very much improved landscaping with regard to the need for irrigation.
