No idea why you have the volume control, but I would just do a "hard" reset and see if that fixes it.
Just hold the Home button and Power button until you see the white apple in the center of the screen. You might have to hold the buttons for 10 or 15 seconds. Keep holding, even if the screen has a slide to shut-down... Once the apple appears, you can let go of the buttons and the iPad will recover in a few seconds.
