Title or no title you will not be able to legaly operate it on the streets in TV because these streets are maintained by the county for public use. Only golf carts and registered LSVs are allowed on the streets in TV.
To meet the definition of 'golf cart', it must not be capable of exceeding 20mph. Most ATV/UTV/OHV vehicles are capable of twice that speed.
