If your friend was ticketed along 466a for going 41, then he either was stopped by a cop that misinterpreted that Villages speed limit sign or there was a temporary "non statute" speed limit sign posted for a construction zone which is no longer there.

And thats when you go back photograph the speed signs in the area and show up in court. They assume people will not fight tickets, just pay and go on. The only thing I can think of is going into the wildwood portion past the stoplights on 466a where the speed does decrease in the housing. 35 to 30 in that stretch and there is a school zone .
