Yes. They will compete in the Medigap market. From a financial point of view, the managed care market has never really been a winner at anything close to 100%. It was initally set at 95% and those plans did not last long.

Most of the companies listed, Humana, Optimum, etc are not in the Medigap market, so under your premise they will either go out of business or change their line of coverage.
