The problem here is not the catagory of the storm but the catagory of the flood potential.

The back end of the storm is pushing the sea water into Long Island Sound and once in it can't get out against the push of the storm. Add the fact that its a full moon high tide tomorrow night, the potential may be devestating.

Tides of 10-11 feet above normal here and nearly as high in NYC are more than problematic.
