I don't think it is the builder cutting corners... having gutters all around the house just isn't something that is regularly done in Florida.
Rest assured that all building codes are met here. In all the posts you can read here, you won't see complaints about our homes falling apart from 'cutting corners' on the construction. Just isn't so.
Maybe the people who set codes determined that the soil drains fast enough in these parts that gutters and downspouts are not necessary except to divert water from say, the front entrance. I don't know.
As I mentioned earlier, we added them for our own peace of mind. But we are not native Floridians. I'm from Chicago, where gutters and downspouts are mandatory. If they ARE putting them all around in the new CYV's, as it appeared to me when we last drove through a new area, it could well be because feedback has shown that more people desire them and they are complying.
I know we did speak of gutters to our sales rep and she said we weren't the first people to ask about them. The reps do give feedback to the builder.
