The squares are privately owned but I'm not sure sidewalks are privately owned. Generally sidewalks along a public road are public, in most cases they reside within the easement of the public road. Also it wouldn't be required to use the squares to have a parade. Organizations and cities all across the USA have parades for events all the time and many don't have a square that is used. Now if some are disappointed that they can't sit in the town square and watch a parade with the bars open in the square that might be a different story but I have on occasion taken my lawn chair up to the square or sat on a bench in the square without any event going on just in the middle of the day and people watched and I have never had any representative of the developer run me off and tell me I couldn't sit there, has anyone been run off from sitting in the square??
