light pruning for cosmetic purposes is ok at any time of the year. plants that die down to the roots (plumbago, hibiscus, allamanda, and more) should not be pruned hard until all danger of frost is past (late Feb/early march). the dead stems protect the roots. roses should have been pruned hard in aug/sep to allow for new growth to freshen up the plants for fall blooming. no shrubs should be pruned hard/back at this time of the year.
