If you had a noisy neighbor or one who watched TV outside he to has a curfew and as long as the curfew is followed and the decibel level is where it belongs they're legal.

The problem with that analogy is that you pretty much know that airports, fire stations, etc. will create noise. However, if one were to do due diligence about noise/music at the country clubs around TV, one could easily believe that outdoor music is not allowed. While I'm not familiar with every country club in TV, I can only think of one that has outdoor music, Mallory, and it seems to be only during the "happy hour" time of day. All other clubs that I'm familiar with (including Havana) either have no music or have it indoors.
