once scale has become so evident that the fronds are covered it is almost impossible to eradicate the problem. i watch mine at home constantly, and will treat them immediately with dormant oil spray or use a systemic product if i ever see scale developing. one of the biggest challenges is that the scale predominates under the fronds and most people spray only the tops of the fronds. keep your sagos healthy and be aware of the scales and you will have lovely plants. the ones in the public areas that are suffering will most likely be removed as it is too late to aggressively treat them.
