I would buy a regular golf cart and then modify the rear area with an extra large floor board area. Maybe just a piece of plywood painted the same color as the cart and bolted to the rear floor area where the golf bags usually sit. Something that you could also enclose with a small fence/rope to keep him there while traveling. Figure out how many square feet he needs, then look at this type modification to that area of the cart. I think you could do it so it looked good, worked out for golf as well and regular use. Maybe hinge it in the middle so it folds up out of the way when not needed.

You may have to put a counter-ballast on the front of the cart - otherwise, with that kind of weight in the back, your front wheels may be off the ground. What a picture! No matter where you go you'd have to carry 15 gallon waste bags to take care of the dog's business. Just kidding! Good luck with your project. What a neat idea. I just love other dog lovers.
