That was certainly a dangerous thing that the young man did with his golf cart but I do not understand one thing: Why did you try and catch him? Telling him of his mistake in any tone of voice would have the natural effect of provoking some sort of shouting match at the least. Depending on how the shouting match might have gone (and where he was from), he might have even poked you in the nose.
Best thing to do in the same situation would have been is to shake your head and just be glad nothing happened as he passed you.
