Quoting the Lady Lake Police Chief.."Once we confirm someone’s identity, we would issue the citation to the person committing the infraction regardless of whether they were legally licensed or not. An individual does not need a driver’s license to commit a traffic violation. If, for example, a person that never had a driver’s license was stopped and cited, the State would issue that person a driver’s license number to track their infraction history. It is actually quite common for people to drive vehicles without ever having obtained a driver’s license."
