You don't have to have a drivers license to have points recorded. If someone is convicted of an offense that would have points applied to their driving record and they do not have a drivers license, the points are applied to your privledges to operate a motor vehicle in the issuing state. This could be applied to someone who only has a state issued ID card, out-of-state drivers license and if you don't have either, a record would be created to record your offense and points. If enough points are accumulated within a certain period of time, it could wind up suspending your privledges which in turn could prevent you from obtaining a license until the suspension period is served and/or terminated by the issuing authority!
