This is a difficult problem all over. Our particular community has a very high average age. Our particular accident is people driving through shop windows, thinking their foot is on the brake when it is on the gas. We have lots of diagonal parking downtown.

It is so hard to take away the keys, and that problem has to be 10 fold in TV, just because of the average age. So my advice, as mean as this seems, take down the tag numbers of people you see driving on paths and report it to the sheriff. Not community watch, but law enforcement. These folks, even though they may be lovely neighbors, will hurt someone or themselves. Think of all the lakes and ponds around the area.
You could be right and often are....HOWEVER...forgetting what vehicle you are driving happens here. I pulled into my neighbors drive to drop her off and ALMOST pushed hard on the brake to park and remembered I was in my car...usually she and I are in the Golf cart together and this time we weren't.

I have had people who are quite o.k. confess that they have turned or almost turned into a golf cart path driving their car.
