Cracks in stucco homes are common, but not "normal". Unfortunately, a lot of things have to happen starting early in construction to prevent it. It begins with proper soil compaction, including under the footings, proper curing of the slab (only happens if the lucky homeowner gets 3 days of rain on the fresh slab), proper layup and curing of mortar joints, and correct mix, application, and curing of stucco. Calling the cracks "normal" is simply lowering construction standards to fit mediocre practices.
