As others have said, "stopping also helps to control traffic". But many people have become so quick at flashing their card the gate never comes all the way down. If you are asking if the cars and golf carts at the gate should act as a 4 way stop - no way. I've seen someone trying to be nice and telling a cart to go ahead, but the car in the next lane has not intention of stopping. That is an accident waiting to happen. We all like to be courteous, but please don't do it at cart crossings.
